Legal in one country does not mean legal in another

Europe does not have one public-road rule for every electric scooter. Requirements can depend on country, city, vehicle category, design speed, motor output and approval documents. This article is general information, not legal advice.

Verify six things with the current authority

  1. Vehicle category: how local law classifies the exact product.
  2. Speed and power: design or assisted limits, not only the mode you intend to select.
  3. Documents: type approval, certificate, registration or number plate where required.
  4. Insurance and licence: requirements can change by category.
  5. Equipment and rider: lights, reflectors, brakes, bell, helmet and minimum age.
  6. Riding area: road, cycle lane, shared path, pavement, private land or authorised trail.

What about ABE and VMP?

High-performance KuKirin models

Several current models have manufacturer maximums from 45 to 70 km/h. Many jurisdictions do not permit vehicles in that category on public roads without additional approval or may limit them to private land. A software mode is not always enough to alter classification.
